We have a process for that: work with people who publish code or
specifications at other SDOs, IACR, github repositories, etc, to get
them to support (re-)publication of their work as RFCs within the IETF
when that work is relevant to document what runs on the Internet.

This pattern can be recognized for SSL/TLS, RSA, PGP, X25519/EdDSA,
Scrypt, SSH, etc.  Sadly the IETF often have a bumpy road towards
accepting external work, and often people object to publish work
originated elsewhere through the IETF.
