Thanks, that's appreciated everywhere, no just on this list.

I think the text should (penultimate paragraph in Section 3.3) should say something like "Until an IETF consensus is developed, working groups may wish to codify their views about the applicability of Internet-Drafts when when defining or updating a registry."

Working groups already set the policy for the registries they create, so pointing this out out to them seems reasonable.
