I think numbered internet-drafts are perfect stable references for private-use code points. It would be extremely weird to discriminate internet drafts compared to random websites, external email lists, GitHub, etc. While internet-drafts could potentially be removed from the IETF website, this is true for RFCs as well if they were found to do copyright infringement.

However, I think there is a difference between individual internet-drafts (draft-mattsson-tls-…) and working group adopted internet-drafts (draft-tls-mattsson-…). Registering code points based on a working group adopted internet-drafts might give the idea that there is IETF consensus behind the registration. I don’t know if this difference has been discussed anywhere.
