For this document, the language used is mostly to stay out of the generic
discussion of "are internet drafts stable references", as that is being
discussed in other venues within the IETF.

This is a good point. We didn't make that difference yet. Usually, these
drafts are non-adopted drafts, but I think there are likely also cases
where these got adopted. I think some text is justified to try an steer
this to unadopted, but it would be good to hear more opinions on this.
