This is a duplicate of the errata that referenced the earlier version of
this document and has the same disposition.

Recommend: Reject
Basically, its clear from context that the sequence of certificates
contains at least one certificate. If we were writing this now, a
(SIZE(1..MAX)) constraint on the SEQUENCE would be useful, but wouldn't
really change the processing logic.
