Recommend: Reject
This seems to be about what constitutes a nonce for an AEAD scheme, and
whether the nonce contains a "counter". I think this is a stylistic
comment rather than a technical one, as I remember many discussions
about a counter being a nonce, but a nonce not being a counter, but
could be formed from data including a counter... *sigh*
Dave McGrew was the author and I think this was AD sponsored in SEC. But
its crypto so CFRG should take a quick look.
