I believe that this is the best approach: first put out an Informational RFC
on the current SCMP, then start work on a new version.  The Informational
RFC will let people know the current protocol, so they can interoperate with
it if they want, and will also give a basis for future work.  The new
version will be the one that sees the benefit of getting broad-based input.
