Yes, the CML can be built without having either BSAFE or RSAREF.
CM_Sigcheck.c is the only file that needs to be compiled differently.
Line 36 can be uncommented and changed to:
#define RSA  NORSA
to expect neither library.

An extra function prototype on lines 264-265 also needs to be #ifdef'd out
if the RSAREF header files are not available, for example:
#if RSA == RSAREF
...
#endif

Finally, to complete the cmapi build, the RSAREF static library RSAREF.lib
needs to be deleted from the project.

The internal DSA algorithm support can be similarly turned off, if desired:
#define DSA  NODSA
