SUA considerations with regards to Congestion

I'm sending a new email to reduce the amount overhead and try to
summarize everything here.

Are you serious about writing a new draft?  I wasn't sure.

If so, in some of the previous emails, you asked for input.  Can you
summarize where you would like input in just one email?  I'd be happy to
contribute to anything that is moving forwards and solving problems in
the UA RFCs.

Just to reiterate, I'm looking for a solution to the problems previously
outlined and I'm not tied to SCON.  If you need a me to reiterate the
list of problems, that are not currently solved by SCON, I can.  If you
are not proposing a new draft, I'm going to continue to push for SCON
changes because they are simple, solve my problems, and will interop.
