AS/ASP state coordination allows provisions within the scope of
the M3UA protocol for increasing reliablity, rather than your
approach of attempting to place QoS requirements on the intervening
network, which is not only outside the scope of M3UA but is also
outside the scope of the SIGTRAN charter.
