Padmalochan, The IETF does not assign SI values. ITU-T, ETSI and ANSI permit the assignment of any SI values within an administration. 2 is not reserved, it is spare. 0 and 1 are not reserverd, they are assigned to SNMM and SNTM. I could go on. Read the applicable SS7 standards.
