M3UA notify following ASP-up-ack

Should an M3UA SGP always send out a Nofity with the current state of the AS following an ASP-Up-Ack? This message is shown in the all the n+k sparing/loadsharing examples in section 5 of RFC 4666. Section 3.8.2 only states that the notifications are sent when the AS state itself changes. Without such a notification it is almost impossible for a loadshare ASP to know whether it is allowed to send traffic following its own ASP activate sequence, since it cannot know whether the AS was already active, or still has insufficient ASP. The only alternative is for the ASP to (effectively) assume that the AS is 'active' unless/until told otherwise.
