Steven, Some early implementations of SS7 link hardware could not receive at anything close to 1 Erlang and would generate SIB at regular inteverals to throttle receive traffic down to a dribble while still maintaining conformance with specifications. A way to keep these poor implementations out of the network was to impose a network-specific requirement that no signalling link generate SIB.
