Re: Clarify SCTP max packet size.

Rui,

It is not the place of the IETF or the SIGTRAN mailing list (the WG is shut down)
to proclaim conformance on any implementation.  That said:

1. Tell vendor A to learn to read before they come back.

2. Tell vendors ~A to quit complaining and set their MTUs to 1400 for now.
