Yes, Barry has explained it.  We decided long ago that SGP must
coordinate amoung themselves within an SG (it makes things much
easier at the ASP).  That assumes some sort of communication if they
are otherwise independent.  When they are at a significant
geographical distance, for redundancy, they would be better
implemented in separate SG.
