No.  The reason is that it is not necessary for an ASP to ever
send an ASP Active message.

Consider and ASP that goes ASP-UP with an SGP just to receive
NOTIFY messages for its AS, and nothing else.  This is
permitted.

Also, a backup ASP may never ever need to go active.  This too
is permitted.

MUST or SHOULD is terribly wrong.  Please try to understand the
standard before trying to change it.
