Is GRUU generated in the case of registration with instance-ID and reg-ID

Hi Francoise,

So, how would the registrar know whether a GRUU is requested or not in
the case described by Georg? Based on whether the gruu option-tag is
present?

It would be good to clarify this in the outbound spec.
