The draft suggests an "experiment" which was conducted and concluded
two-plus decades ago.  The "Delivered-To" header has been in wide use
since it was introduced IIRC by Dan Bernstein in Qmail.

I don't understand what "experiment" can be conducted or justified at
this point.  If the draft is suggesting repurposing or extending the
existing uses of the header, what justifies such repurposing or extended
use?  If it is proposing no changes, how is it an experiment?

Who benefits from the experiment?  Does the benefit exceed the cost?
