The first part is right but not the second.  'readOnly' was defined in
RFC 1157 but there is no place in the SNMPv1 protocol spec where its
use is called for.  This is a well-known bug in SNMPv1.

The proposed revision does not sound right to my ear since the MIB modules
that result from the changes are no longer SMIv1 MIB modules.
