Split into two threads

Just a note of caution -

Before we get too far into the discussions on hierarchical name spaces for URL
schemes, please note that while this is related to the registration process, it
is not the registration PROCESS.  (It does, however, sound like something that
needs to be examined and MAY be a solution to another piece of the puzzle.)

Accordingly, lets separate the threads discussing the actual registration
PROCESS from the threads discussing the name space issues.

As I said, these two issues are related and one may even depend on the other.
Concurrent discussions are desirable. However, I think we will be able to make
faster progress if we focus on only one of the topics per message thread.
