New URL schemes

Dear Sirs, I want to propose two new URL schemes, and wish to see this proposal becoming an Internet Standard. At this point I am not interested in discussing the general principles and theories of how to do this, as is the main topic of this mailing list, but only to get my schemes through the process. As I have looked for inspiration, I have found RFC 2056, which defines URLs for Z39.50, and Dan Zigmond's Internet draft for television broadcast URLs. Where do you suggest that I input my proposal? Should I submit it as an individual Internet draft, as Dan did? Or can I get it "endorsed" by this working group, and submitted as an Internet draft of the WG? The proposal outlines the URLs that you can see in my .signature. As far as I can see, nothing like this has been proposed before.
