I think the scheme board is a good idea but we need to tread carefully. The board should only have the ability to rule one of two ways: Approve or Send to Group. I would suspect that sending the proposal to the group means the proposal is dead since the board would only reject a proposal for a good reason but still, it keeps the lines of power clear. The IETF working group members make decisions, the board is just empowered to speed things up when a proposal merits it.
