The proposal seems fine to me, too. I also agree with Peter's suggestion to
explicitly add some text regarding your future plans to make the NSS
hierarchical.

Hi Zack,

Thanks for the clarification. You might want to say something along those
lines in the registration. Once CTA defines further structure in the NSS, it
can always update the registration to version 2 with IANA.
