In general, to future-proof the registration we like to see a 
non-personal email address, such as [email protected] or [email protected] 
(those are merely examples).

Every namespace specific string has some kind of syntax. You can look at 
existing registrations to see how other registrants have handled this in 
the past. A good example is the ISBN namespace:

https://www.iana.org/assignments/urn-formal/isbn

It does seem that WMO has some syntax in mind, because I found the 
following examples:

urn:wmo:md:ca-eccc-msc:weather.observations.swob-realtime
urn:wmo:md:de-dwd:icon-eps.ALL
urn:wmo:md:fr-meteofrance-global-broker:gb

*Assignment*:  Completely open

As described in RFC 8141 <https://www.rfc-editor.org/rfc/rfc8141> 
"assignment of a URN is a managed process". How does the WMO plan to 
assign or approve URNs in the urn:wmo namespace? To me, "completely 
open" sounds like "anything goes" and I doubt that's how the WMO 
operates. :-)

If the WMO Core Metadata Profile standard is available online, it would 
be good to include a URL here. The link I found at github.io is probably 
not stable, but https://community.wmo.int/en/activity-areas/wis/wcmp2 
might be better.
