This update to the PR uses RFC 8141 rather than RFC 3986. https://github.com/ietf-wg-spice/draft-ietf-spice-glue-id/pull/73/changes/b8e8ddf082d1d5481ac6bc9843687ca2fcd40979 I plan to merge and publish the new draft when the submission window reopens tomorrow. The grammar in RFC 8141 (URNs) is stricter than the grammar in RFC 3986 (URIs generally).
