Thanks so much for your thoughtful comments. I will see if there is interest in the author group / others at the IETF to do a draft on disaster recovery / internet shutdown, etc. in general.
I agree that that topic really does not belong in v6ops.
We can also investigate IPv6 over Shortwave.

Yes, that is true. We wanted to make the point that BlueTooth is also an important way to do this.
Better covered in document about disaster recovery that take a broader view.

The reason for Shortwave is because in disaster scenarios, this may be the only way to communicate with emergency help or law enforcement.
It is indeed important, but a whole different topic.

34.90 MHz Nationwide emergency channel for the National Guard. 39.46 MHz Emergency communication channel for local and state police. 47.42 MHz Nationwide relief operations channel for the Red Cross.
Take an example of a university in India located near the beach (this is actually where we are!). If there is a typhoon, etc, and communications are disrupted, then we can still communicate over the campus and even connect for emergency help.
One of the university departments has implemented a radio controlled boogie board and drone that can go out to provide emergency help for someone who may be drowning. They connect to emergency medical aid over shortwave today. I saw their work, and it got me thinking of shortwave as quite helpful in many situations.
Unlike IPv4, there currently isn’t any standard to run IPv6 over amateur radio. It has issues like no commercials traffic nor encryption. I would like to see work done, but I don’t think it belongs in a document titled Bluetooth.
But generally, emergency communication over amateur radio is well established internationally. It’s not clear to me that the IETF has a lot of value to add.

Yes, I see what you mean. What we were hoping is:
1. Start a conversation about BlueTooth and how it is really a transmission interface like WiFi and so on that we can use.
2. It is relatively simple to run almost any IPv6 application over BlueTooth. (Maybe IPv4 also but we have not explored this in detail.)
3. Start (add to the ) conversations around disaster recovery or internet shutdown scenarios. Both of which are, unfortunately, all too prevalent today. Starlink and other LEO satellites are quite helpful here but as I say, I think this is an interesting conversation to have. Just my opinion, of course! Also, not sure where this conversation should happen (or if I have missed where it IS happening!).
4. For disaster recovery / internet shutdown / or even IoT world, we may want to think of an architecture which involves a cascaded architecture: BlueTooth, ShortWave, and then global internet connectivity.
That is very broad, I suspect very little falls in the v6ops charter.

Abstract:
IPv6 over Bluetooth enables devices to communicate using the IPv6
protocol stack over Bluetooth wireless connections, expanding the
range of networking options available to devices with Bluetooth
capability. RFC 7668 and RFC 9159 describe IPv6 over Bluetooth for
Bluetooth Low Energy devices. However, the potential of this
technology has yet to be fully explored. This document proposes
using this technology for power affluent devices with optional header
compression and discusses some use cases.
