There appears to be considerable confusion here. This document was last called on 10-Jun-2002 for proposed. Since then it has been on the IESG agenda twice, with revisions to it subsequently each time. It is on the IESG agenda for 31-Oct again; hopefully it will pass this time. The time is long since past for working group feedback on this document. Nor is a move to draft appropriate at this time; the document hasn't even made it to proposed yet.
