I like Don's interpretation, and his implementation should be compatible 
with stations
that follow the spec, but it seems better to have the spec reflect what 
the WG wants
rather than implementations diverging from the spec. So I'd hope, if the 
WG likes
this interpretation, that we change the spec.

Also, I suppose there's another choice to be made:

If an implementation "uses" the master's interval, does that mean it 
overwrites what it has
been configured with? I assume not...i.e., if you temporarily bring up a 
master with
a short timer, once that master goes away, the other nodes will revert 
to their old value, right?
