  I distinguish between the 2nd and 3rd possible reasons for this
  incantation of an ietf-whois list, because I know that ICANN-specified
  DNS registries are contractually obligated to specific conditions,
  and national DNS registries operate under distinct specific
  conditions. These differences may effect the level of (data security
  and data protection) service minimially, or maximally available to
  the group working on whois.

Not suprisingly national registries are also considering ICANN processes
because the players in commercialized or competitively tendered national
registries tend to also be ICANN active people. Thus, in consideration
of a new competitive regime here in Australia, RRP has been mentioned
and so has whois, public interest data, escrow, shadowing/sharing...

  A registry operator may seek to meet both the ICANN service requirements
  where applicable, and other requirements where applicable.

And may also seek to refine other requirements in line with ICANN or 
vice-versa. In other words, convergeance here is in the interests of
some people.
