ICANN defines a particular jurisdiction.

Other jurisdictional considerations exist.

Some nation-states may incorporate by reference the ICANN model.

Some nation-states will not.

"Convergence", at least in the area of data protection, is not
something to put in the critical path, either of a 2001 RRP, or
a someday-successor to whois:43.

Of course there are those who would like to legislate away the
occasional nation-state, but it isn't scheduled for IETF50.

I'm not convinced of the utility or necessity, and quite certain
of the converse, so lets leave the question to the hum-test, neh?
