Is this going to encode in the same way as the 1988-syntax version (from
Appendix A.2):

     PreferredSignatureAlgorithm ::= SEQUENCE {
        sigIdentifier        AlgorithmIdentifier,
        pubKeyAlgIdentifier  SMIMECapability OPTIONAL
        }
