I support the proposed change.

If we are to keep the existing text we need a convincing use-case for a network with shorter timeouts.

The current reference to "future versions of the IEEE 802 Spanning Tree Protocol" seems entirely spurious in the light of Erik's comments on "The motivation for the 1-2 second delay..." which has nothing to do with Spanning Tree.
