While it's definitely biased, isn't this piece op-ed rather than
reportage?  The quote-marks seem to be signposting the article as
political opinion, with which the BBC does not necessarily agree.

If anything I would have a go at the BBC for not making this signposting
clearer.

Best not to alienate the BBC editors too much, wouldn't you say?
