They didn't mention copyright violation, but I hope that most listeners
will guess that that is what they meant.

My main worry was that they said *criminal* offence. I thought that the
report was about unauthorised distribution of copyrighted recordings, not
counterfeiting, leaking state secrets or other such unsavoury behaviour.
