EU to host own root servers and potentially block sites

Reading between the obvious lines of the propoganda, what this 
effectively means is that the EU could host its own root servers, 
blocking sites which it considers 'offensive' or 'not good for the 
member state'. It has nothing to do with US control or the independent 
organisation ICANN, but to do with the ability of ordinary citizens 
worldwide to access sites within the EU. Forget free speech and the free 
flow of opinions, or archiving of materials - China, here we come.....
