[ACPI-sppt] Improving Gnome battstat-applet for ACPI

The battstat-applet that comes with Gnome 2 is ACPI-enabled, but as others have pointed out before, it suffers from the problem of high CPU load or short system lockups with many ACPI-enabled laptops. I have written a patch for battstat-applet that alleviates this problem by using ACPI events to tell when a battery or AC power has been added/removed. That way /proc/acpi/.../info only has to be read occasionally, instead of once per second. Battery percentage can be then updated every 30 seconds or by by reading /proc/acpi/.../state. I would encourage anyone who uses Gnome and ACPI to try out my patch. The normal /proc/acpi/event is readable by root only.
