What makes you think that the fan is NOT being controlled by temperature? It's a fact that when you reduce the cpu frequency, the cpu runs cooler. It sounds to me like the fan is functioning exactly as you want it. What _isn't_ working as you would like is that you don't seem to be able to control throttling if you start on AC.
