Thanks for the help, lu jun.  Turns out the answer was a bit simpler than 
that, though -- my kernel was okay.

So, for anyone searching the list archives to find out why their SuSE 7.0, 
7.1 or 7.2 system doesn't seem to poweroff properly using the ACPI from more 
recent kernels (I was using 2.4.18 and 2.4.21 before, but now I'm using 
2.6...), the answer is this:

The script /etc/rc.d/reboot contains the line:

	if test -e /proc/apm -o -e /proc/sys/acpi ; then ....

...and this is how it detects whether to pass the "-p" (poweroff) flag to 
"halt".  But with more recent kernels than SuSE 7 started off with, the acpi 
directory is now immediately under /proc.  So, if you change the 
"/proc/sys/acpi" to just "/proc/acpi", then it all works fine.
