That patch is NOT included... You can get the patch for 2.4 kernels from
there gaugusch.at, or for 2.6 kernels from my Inspiron Howto page (in my
.sig).

On debian, you can download the package 'acpi' which contains the
utility, and the package 'acpid' which contains the daemon. I think the
package for RPM systems is simply acpid, included in mdk distribution,
and available at freshrpms.net for Redhat and others...
