I don't know what Intel recommends, too, but I think it's a resonable 
temperarture for the fans to turn on. I could see the fan turned on at 
55ºC compiling the kernel (I needed to compile it 2 times to have this 
temp) and the fan state was changed in 'on'. Even when the temperature 
slowed to 49ºC, the fan stayed on and then I needed to reboot because I 
should work :-)
