Secondary DNS server update problem

Morning All, I have the following scenario, primary and secondary DNS server for a domain, lets call it example.com. I update the primary, and change the serial number to a higher number. Restart the named on the primary and I can see it sending the notify's to the secondary but when I check the SOA on the secondary for the domain I see the old serial number. I can ping the secondary and I can connect to the rndc and dns ports. Any suggestions?
