Making a Linux disk bootable

I need some help and I have not been able to find the answer.

I am trying to clone a system, red hat 7.3, so I partitioned the new disk to
match the old one and then copied each of the partitions one by one using
cpio. That part is fine.

I do not know how to make that new disk bootable. I understand that a boot
loader needs to be installed in the MBR, but I can't find info on how to do
that.

I have already tried booting to red hat 7.3's rescue mode and running
grub-install against the new disk, but it will not work.
