simulate delayed signals

Hi folks, i want to simulate delayed signals (1-10 seconds) in the private network in a easy way. Hope that's a better method to test timecritical procedures in webdesign. I'm writing a tool which gets the timestamp from a server and i need a algorithmus (JavaScript) to eliminate the signaltime difference between server and client. I have the complete signaltime and the real timestamp from server + x. Any ideas to calculate x and for simulate the slow network? There's a 10MBit ethernet and i don't want create waitsteps in the sourcecode of the PHP-script on the server.
