unable to telnet to port 110

I have a redhat 9 box and the ipop3d id running. Why can't I telnet to the
127.0.0.1 110?
Also I cannot find the error in the logs below here:

line 14 from /etc/init.d/xinetd points to /etc/sysconfig/network
