Squid Problems

Managers,

I have an interesting problem concerning squid.  When
ever I enable wccp router option, squid will not
start.  I can disable wccp and squid starts with out a
problem.  However, I need wccp.  I have wccp compiled
into the kernel and loaded as a module.

The error message is:
2003/11/25 10:33:51| commBind: Cannot bind socket FD
12 to *:2048: (98) Address already in use
FATAL: Cannot open WCCP Port
Squid Cache (Version 2.4.STABLE7): Terminated
abnormally.

The machine is redhat 8.0, default rpm of squid
installed.

I have searched google for hours, with no results.  If
anyone has ever seen this problem or knows a work
around please let me know.
