Force default web-page

Hello everyone, I wish to implement a acceptable use policy for users that we provide Internet services to. We currently run Squid on a Linux gateway machine. I want a default web-page to be displayed before any other for any type of client for them to have to agree to a use policy to go any further. I have looked into the different auth methods in squid but wish to only display like a static page explaining the rules with like a check mark at bottom that they have to check to go any further not a login dialog box. Can this be done through Linux, if not can anyone point me in the right direction. Thanks in advance, Danny L.
