High (system) CPU usage

Hello, I have a system with a high load average (after upgrading the kernel to 2.4.27). It's usually 4.5 - 6.00, there are several process running, but most only at 2-5%. Top shows: CPU states: 6.9% user, 40.4% system, 0.2% nice, 52.5% idle What would be the best way to identify what is using the CPU?
