HTB + burst

Howdy guys,

I have a question that some of u guys might know  that have quite a 
large client base

I have classes and ratio for my clients that connect to us,

1:4 ratio kinda thing

but some pools are only 1 user in the pool if its a high bandwidth 
client, at the moment i use the cburst parameter to make the client 
burst to 1mb or whatever the speed is, so he can have a feel of high 
bandwidth, but after the burst the ceil rate kicks in and he gets a 
lower rate , my question, how can i shape him like a propper 1:4 ratio pool?
