Because of issues with the video card I was using, xf86free not having support for the s3 968 chip set anymore at least not all distros, I upgraded my play box to a ATI Rage Pro, which gets configured as a ATI Mach64 with a whole 8 MB of memory. With this change I no longer get the kernel panic and now successful install.
