Changing your password does not correctly verify current password.

How Reproducible:
Every time
Steps to Reproduce:
1. Open mission control
2. Click "Users & Passwords"
3. Click "Change your Password"
4. type anything for the current password (whether correct or incorrect)
5. Receive error "Conversation with passwd failed"
6. It allows you to continue and change your password, anyway.
Actual Results:
Lets me change the password even if I don't know the old password.
Expected Results:
It should only let me change the password if I know the current password.
